The Government of Montenegro, through the Ministry of Education, Science and Innovation (MPNI), has officially launched the preparation of the country’s second Smart Specialisation Strategy (S3) for 2026–2031. Over the previous six-year period, more than €167 million was invested in implementing the first S3 (2019–2024), strengthening innovation and research capacities across the country.
The process was inaugurated at the opening of the Entrepreneurial Discovery Process (EDP), a key consultative phase in developing the new strategy. The S3 serves as Montenegro’s overarching strategic framework for identifying areas with the highest potential for investment in research and innovation.
Preliminary priority areas include energy and sustainable environment, innovative and sustainable tourism, sustainable agriculture and food value chains, information and communication technologies, and construction, which will be further refined during the EDP consultations.
Since 2019, Montenegro has been recognised as a regional pioneer in smart specialisation, the first non-EU country to adopt an S3 strategy. The ongoing development of the new strategy reaffirms its commitment to innovation, sustainable growth, and closer alignment with the European Union.
