Montenegro Builds System Based on Clearly Defined Smart Specialisation Priorities

Anđela Jakšić Stojanović, Montenegro’s Minister of Education, Science and Innovation, highlighted at a European Commission event that Montenegro is continuing to develop an innovation system grounded in clearly defined Smart Specialisation (S3) priorities. She noted that despite challenges, including the pandemic, the country successfully implemented over 90 % of the planned budget for its 2019–2024 S3 Strategy, amounting to more than €168 million, and has established a complete innovation infrastructure that now underpins its modern innovation system.

Montenegro is currently preparing the second cycle of its S3 strategy, which is expected to be adopted by June 2026 and will provide the framework for digital and green transformation over the next five years. All public policies, programmes and calls for proposals are already being aligned with S3 priorities as the country builds a system where economic, scientific and innovation development are rooted in clearly defined Smart Specialisation priorities.
