EU and Montenegro Provisionally Close Another Accession Chapter

At the 25th meeting of the Accession Conference with Montenegro, the European Union and Montenegro provisionally closed negotiations on Chapter 32 (Financial Control), marking further progress in Montenegro’s EU accession process.

Commenting on the development, Marilena Raouna, Deputy Minister for European Affairs of the Republic of Cyprus, speaking on behalf of the Cyprus Presidency of the Council of the EU, welcomed the milestone. She noted that with the provisional closure of Chapter 32, Montenegro has now provisionally closed 13 negotiating chapters, demonstrating tangible progress on its path towards European integration. Raouna reaffirmed that EU enlargement remains a strategic geopolitical priority, expressing hope that further accession conferences will take place in the coming months, both with Montenegro and other candidate countries, as part of a credible and merit-based enlargement process.

The EU underlined that, if necessary, it may return to Chapter 32 at a later stage. Monitoring of Montenegro’s alignment with and implementation of the EU acquis will continue throughout the negotiation process.

Montenegro has now opened all 33 negotiating chapters in its accession negotiations with the EU. In addition to Chapter 32, five chapters—3 (Right of Establishment and Freedom to Provide Services), 4 (Free Movement of Capital), 6 (Company Law), 11 (Agriculture and Rural Development), and 13 (Fisheries)—were provisionally closed at the previous Accession Conference held on 16 December 2025.
