Second Horizon Europe strategic plan 2025-2027

The Horizon Europe Strategic Orientations 2025–2027 set the framework for EU research and innovation investments with a focus on transformative impact across society, environment and competitiveness. The plan identifies three key priorities for the programme’s final years: the green transition, the digital transition and the development of a more resilient, competitive, inclusive and democratic Europe. These strategic orientations guide Horizon Europe funding decisions, support tackling global challenges such as climate change, biodiversity loss and demographic change, and align research and innovation actions with broader EU policy objectives. 

This thematic focus sharpens the ambition of Horizon Europe to deliver societal impact through collaborative research and innovation, targeting solutions that underpin the European Green Deal, digital transformation, socio-economic resilience and inclusive growth. 

Background

The Horizon Europe strategic plan for 2025-2027 builds on an extensive analysis conducted by the Commission services, the Horizon Europe strategic plan 2025–2027 analysis.The strategic plan was co-created by Commission services and co-designed with Member States and Associated Countries, the European Parliament and more than 2000 stakeholders and citizens, who have contributed at various stages of the strategic planning process for Horizon Europe, such as the largest ever public consultation on European Research and Innovation Framework Programmes and a dedicated citizens’ engagement event
