POLICY ANSWERS strengthened research and innovation policy capacity in Bosnia and Herzegovina, focusing on technology transfer, intellectual property, collaboration and commercialisation. Working with partners at the University of Sarajevo and the University of Banja Luka, the project translated ambition into action across institutions at different levels of the country’s complex governance structure.
Researchers and staff engaged in hands-on training on proposal writing and partnership building, and participation in Horizon Europe and other EU programmes became a real practical opportunity. A project management office was established at the Faculty of Philosophy in Banja Luka, backed by online training modules and a study visit, creating a permanent structure to support future projects. Seven policy instruments now support government leadership in science and innovation, and more than 40 participants came together to champion open science.
Maya Arsenali Kalic, from the University of Sarajevo, described the scale of the change:
