POLICY ANSWERS strengthened research and innovation policy capacity in Kosovo, focusing on increasing participation in Horizon Europe and supporting the implementation of the EU agenda. The programme, implemented by Riinvest Institute, was designed around nine targeted actions responding to real bottlenecks in Kosovo’s research and innovation system.
Hands-on training engaged 50 researchers from 15 organisations, generating 10 proposal submissions. A green action space at the Riinvest Institute reached 200 participants through events, publications and a green school programme. More than 10 reports and policy briefs fed directly into digital health and green policy initiatives, and around 400 participants took part across the programme’s activities. Strategic support also established a quadruple helix coordination forum, fostering collaboration across academia, industry, public administration and civil society.
Alma Baje, from Riinvest Institute, described the before and after:
«The capacity building program had concrete effects. It was designed around nine actions responding to real bottlenecks in the research and innovation system in Kosovo.»
«Around 40% of those participants said they had applied for a project, and Horizon Europe was the most frequently cited program. Before: very limited project readiness. After: more applications and real project pipelines.»
«Policy Answers helped Kosovo move from fragmented and reactive efforts towards a more structured, evidence-based and partnership-oriented approach to research, innovation and strategic reform.»
