Riinvest Institute is currently working on a new report focusing on the state-of play of digital trasformation in Kosovo*. The work, which is titled Implementation of the Digital Agenda for the Western Balkans in Kosovo, was presented on 5 December 2024 together with some preliminary draft findings, to gather valuable insights and feedback.
The report examines the progress made in key areas such as connectivity, digital identity, administrative digitalisation, innovation ecosystems, and capacity building for public officials and the general population. The findings, based on research from relevant institutions, sparked valuable discussions with participants offering insights on how Kosovo’s role in the digital agenda could be better addressed regionally.
It was noted that Kosovo has aligned its legal framework with EU directives on communication, connectivity, digital identity, data protection, cybersecurity, and intellectual property, ensuring compatibility with EU standards. Additionally, it boasts 100% fixed broadband coverage overall. The e-Kosova platform, with over 950,000 registered users in 2024 — a significant increase from 2022— offers 155 online services across 22 categories. However, local integration remains a challenge, with only 19 out of 38 municipalities utilising the platform. The presentation provided a detailed overview of all digital transformation achievements and highlighted areas needing further improvement. The participants contributed valuable insights on how Kosovo’s position on the digital agenda could be better addressed within a regional context.
