In the framework of the EU Research and Innovation Programme, Horizon Europe, the European Commission has proposed a new co-funded European Partnership on Social Transformations and Resilience (STR). This Partnership has been identified as one of the nine new candidates set to launch under the Horizon Europe Strategic Plan 2025–2027.

European Partnerships are key instruments of Horizon Europe, bringing together the European Commission and public and/or private sector stakeholders to tackle Europe’s most pressing challenges through research and innovation. These partnerships aim to pool expertise and resources at EU, national, and regional levels, ensuring long-term impact through strategic planning and sustained funding for research and innovation initiatives.
Objectives of the Social Transformations and Resilience Partnership
The Partnership seeks to:
- Establish a 7–10-year Research and Innovation (R&I) programme within the social sciences and humanities (SSH) to harness their potential in fostering resilience, fairness, inclusivity, and social cohesion in response to challenges such as climate change, technological advancements, demographic shifts, and unexpected crises.
- Develop knowledge, tools, and innovative solutions to address contemporary social challenges through collaborative, interdisciplinary, and systematic approaches.
- Contribute to the development of new strategies and policy solutions at European, national, and regional levels.
Expected Partners
This co-funded Partnership primarily involves research funders and public authorities as core consortium members. However, research organisations, social partners, civil society organisations, social economy enterprises, and other stakeholders are encouraged to participate, either as partners or as potential beneficiaries of future joint funding calls.
