COBISS (Co-operative Online Bibliographic System and Services) is a regional library information system that enables libraries to collaborate through shared cataloguing, unified bibliographic databases, and standardized services. Developed by the Institute of Information Science (IZUM) in Maribor, Slovenia, COBISS serves as the backbone for national library systems in several Southeast European countries, including Slovenia, Serbia, North Macedonia, Bosnia and Herzegovina, Montenegro, Bulgaria, Albania, and Kosovo*.
Each participating country operates its own autonomous system—such as COBISS.SI in Slovenia or COBISS.AL in Albania—while being interconnected through the COBISS.net network. This structure allows for the free exchange of bibliographic records, efficient cataloguing, and access to a shared union catalogue (COBIB), authority records (CONOR), and library directories (COLIB) .
COBISS supports various library functions, including acquisitions, serials management, and user services, through its COBISS3 software platform. It also integrates with research information systems like SICRIS and E-CRIS, enhancing transparency and collaboration in academic research.
