The National Agency for Scientific Research and Innovation (NASRI), partner in the “POLICY ANSWERS” project, financed by EU through Horizon Europe Framework Programme, is responsible to implement some of the tasks within “Working package no.3 “Capacity building and supporting the implementation of the WB agenda”. In this context NASRI seeks to carry out “The mapping of research infrastructure and drafting a methodology for establishment of the national register”.
To this end NASRI announces a call for expression of interest for 3 national experts.
1. Overall Objective of the assignment
The overall objective of this assignment is to comprehensively map, assess, and document the National Research Infrastructure (NRI) in Albanian Higher Education Institutions (HEIs) and enhance accessibility for researchers and innovators through a dedicated online platform. This initiative aims to improve governance, foster collaboration, and support strategic investment in research infrastructure.
2. Main tasks of the assignment
- Analysis of relevant national and international (EU) documents;
- Interview of the key stakeholders of the research system;
- Drafting the methodology for establishment the national register (inventory) for research infrastructure.
- An assessment of research infrastructure in Albania (in HEIs, scientific research institutes, other institutions);
- Building the capacities of HEIs for populating the register and creating a national database for research infrastructure.
- Drafting the final report, an analytical document with recommendations for the efficient and open use of research infrastructure.
3. Period of the assignment
25 June – 25 November 2025
4. Application deadline
The deadline for expression of interest is 18 June 2025, 16:00 CET.
5. How to apply
The consultants will be selected in accordance with the Individual Consultant Based Selection (IC) method.
The applicants have to submit to NASRI the following documents in Albanian and English, organsisd in two files:
File 1:
1. Letter of Motivation in Albanian and English, where the applicant should explain how he/she will reach the expected assignment results within the timeline required.
2. Proposed methodology. Specific tasks of the assignment are set out in the ToRs document.

4. CV in Europass format in English
File 2:
5. Financial proposal, in a separate and closed envelope marked clearly “Financial proposal for Expert no……..” (no of expert including expert role according to ToRs)
