Fellowship Call – Diaspora Expertise for EU Accession in Kosovo

Kosovo* continues to advance reforms that strengthen governance, transparency, and accountability, with a strong focus on aligning its legal and institutional framework with the EU acquis. The diaspora, with its wealth of knowledge and international experience, is a key partner in this process.

Through the project “Leveraging the Potential of Diaspora to Advance EU Accession and Labour Mobility in the Western Balkans”, funded by the Italian Agency for Development Cooperation, IOM is launching a Fellowship Programme for highly qualified diaspora members to be embedded in public institutions in Kosovo.

Objective
Fellows will provide targeted expertise to support legislative harmonisation, institutional development, and knowledge transfer in line with EU integration priorities.

Main Responsibilities

  • Review and assess relevant EU acquis and national legislation.
  • Provide expert advice and draft legal/strategic documents to support harmonisation.
  • Prepare gap analyses, alignment tables, and explanatory notes.
  • Support inter-ministerial coordination and participate in working groups.

Requirements

  • Advanced degree in EU law, EU policy or related field (PhD an asset).
  • At least 5 years’ relevant professional experience.
  • Strong knowledge of EU–Kosovo relations and legal frameworks.
  • Proven track record in legislative drafting, policy analysis, or institutional development.
  • Excellent written and oral communication skills in English and Albanian.
  • Membership of the Kosova diaspora in an EU country is required.

Conditions

  • Duration and modality of work depend on institutional needs.
  • Travel may be required; costs will be covered by IOM.
  • All deliverables will be reviewed and approved by beneficiary institutions and IOM.
