The MIR Foundation, in cooperation with INOVA, organised a peer learning webinar on policy design, coordination, and monitoring & evaluation (M&E) under the POLICY ANSWERS project, funded by the European Commission through Horizon Europe.
The webinar aimed to strengthen institutional capacities in monitoring, evaluation and learning (MEL) as essential tools for evidence-based policymaking. Moderated by Sanja Popovic (WP3 Leader), the session featured insights from Gabriela Kostovska Bogoeska (MIR Foundation) on regional training achievements in indicators and monitoring frameworks, and Andrijana Tasevska (INOVA) on lessons from evaluating the Innovation Voucher scheme.
Discussions underlined the importance of:
- Differentiating between monitoring (tracking progress) and evaluation (assessing impact).
- Using SMART indicators for accurate performance measurement.
- Applying the results chain (inputs → outputs → outcomes → impact) in policy design.
This initiative reinforces regional collaboration, enabling Western Balkans institutions to share experiences, learn from good practices, and build more effective, transparent, and impactful policies aligned with EU standards.
