Call for Experts in Evaluation of Territorial Cooperation Projects Proposals IPA-ADRION

ART-ER is looking to identify a maximum of 20 expert evaluators for the evaluation of projects proposals submitted under the second call for the selection of projects on the themes of innovation, environment, climate change, circular economy and sustainable mobility, expired on 30/06/2025 within the European Territorial Cooperation Programme IPA-ADRION 2021-2027.

Admissibility requirements:

  • Bachelor’s degree;
  • Have at least seven years of professional experience after the university degree in positions acquired preferably in the selected Specific Objectives of the Programme;
  • Have an excellent knowledge of English (at least C1 level).

Evaluation criteria:

  • Knowledge of the Adriatic-Ionian cooperation area
  • Knowledge of the cohesion policy and European territorial cooperation
  • Proven experience in similar activities
  • Knowledge of the specific themes of the projects related to the specific objectives chosen by the candidate

Furthermore, the selected candidate must be independent from project partners and/or from the implementation of future projects.

The selection procedure will follow the principles of non-discrimination and equal opportunities; equal and gender representation of the countries participating in the Programme must be ensured to the maximum possible extent.

Roster category: 3.b) Evaluation and selection of projects

Subject: Evaluation of projects submitted under the second call for projects proposals on the themes of innovation, environment, climate change, circular economy and sustainable mobility, expired on 30/06/2025 within the European Territorial Cooperation Programme IPA- ADRION 2021-2027 which aims to collect projects under the following specific objectives.

Priority 1: SO 1.1: Strengthening innovation capacities in the Adriatic-Ionian region (ref. to SO 1.1 ERDF Regulation).
Priority 2: SO 2.1: Enhancing resilience to climate change, natural and man-made disasters in the Adriatic-Ionian region (ref. to SO 2.4 ERDF Regulation).
SO 2.3: Supporting environment preservation and protection in the Adriatic-Ionian region (ref. to SO 2.7 ERDF Regulation).
Priority 3: SO 3.1: Strengthening a carbon neutral smart mobility in the Adriatic-Ionian region (ref. to SO 3.2 ERDF Regulation).

Candidates’ skills shall be considered only with regard to the selected Specific Objective(s) chosen by the candidate.

Duration: from the activation date to 31/03/2026

Payment fee: The fee expected for each evaluation is estimated at a maximum value of €450,00 excluding VAT. Each evaluator may be assigned up to a maximum of 10 evaluations for a maximum total amount of €4.500,00.
