The SHER programme is seeking to create a roster of qualified experts (national) which could be considered during the implementation of the programme. Deadline for application: 20 October 2024
The programme Sustainable Higher Education and Research (SHER) aims at contributing to a sustainable, evidence-based, needs-oriented and gender-responsive Higher Education and Research sector in Kosovo that is in line with the principles of European Higher Education Area (EHEA), European Research Area (ERA), and Sustainable Development Goals (SDGs) 4 and 9.

- Support to MESTI for the development of policies, laws, regulations and strategies related to HE and research with a focus on performance-based funding
- Governance in the field of higher education (internationalisation of the higher education, academic mobility, strategic development of public HEIs, financing, effectiveness in planning, decision-making and similar);
- Development of policies in higher education, research and innovation;
- Support for Kosovo’s National Research Programme (NRP)
- Support for quality assurance systems (external and internal quality assurance) in line with the ESG1
- Support in the development of joint and/or double degrees
- Support to MESTI to further upgrade the Current Research Information System (CRIS);
- Support in strengthening a Human Rights Based Approach (HRBA) and the Social Dimension of higher education including access to higher education for marginalized groups (e.g. Roma, Ashkali and Egyptians; persons with disabilities);
- Support in strengthening Gender Equality in the higher education and research sector;
- Tailor-made support for the Kosovo’s National Contact Points in the Horizon Europe;
- 3rd mission of universities.
The candidates shall fulfill the following conditions:
- Be a citizen of the Republic of Kosovo;
- Have extensive knowledge and experience in one of the above-mentioned fields of expertise (experience evidence might be requested);
- Have a university degree in a relevant field, advanced degree will be considered as an asset;
- Have extensive experience in the higher education and research sector incl. drafting assessments, analyses, working group proceedings, support for the revision of national legislation (laws, administrative instructions, regulations and similar)
- Be physically fit to perform the required duties;
- Excellent oral and written knowledge of English language;
- Excellent writing, analytical, communication, interpersonal, moderation and presentation skills (experience evidence might be requested);
- Ability to work on short deadlines under close coordination and supervision of the programme team and the consortium;
- Ability to operate in a multi-complex situation.
