Horizon Europe Call: European Excellence Initiative (EEI) 2025

Objective: To empower higher education institutions as actors of change in R&I by fostering deeper, geographically inclusive cooperation in alliances of higher education institutions.

Scope: The initiative focuses on raising excellence in science and knowledge valorisation through strategic cooperation, aiming to modernise and upgrade higher education institutions in the R&I dimension.

Funding: Approximately €80 million is allocated for this call, with individual projects receiving between €2 million and €5 million.

Eligibility:

  • Proposals must include at least three higher education institutions from EU Member States or Associated Countries.
  • The coordinator must be from a Widening country.
  • At least 51% of the total budget must be spent in Widening countries.

Duration: Projects are expected to last five years.

Deadline: 20 November 2025.

Expected Outcomes:

  • Modernisation and upgrade of higher education institutions in the R&I dimension through integrated collaboration.
  • Mainstreamed culture of excellence in science and knowledge valorisation amongst higher education institutions, particularly in less research-intensive institutions and countries.
  • Strengthened digital skills and capacities, including AI.
  • Increased global competitiveness and critical mass of research.

This call represents the final opportunity to apply for the EEI under Horizon Europe, as it is the last EEI call published as part of the programme.
