POLICY ANSWERS strengthened research and innovation policy capacity in Montenegro, focusing on project readiness, sustainability and impact. Working in close cooperation with the Ministry of Education, Science and Innovation, the project delivered targeted and hands-on capacity building that extended well beyond the project’s lifetime.
Two Horizon Europe training programmes were implemented and formally recognised by the Ministry, which subsequently integrated them into its annual call aimed at fostering national participation in Horizon Europe — a clear sign of institutional ownership. A formal cooperation agreement deepened the collaboration, leading to at least 11 companies submitting Horizon Europe proposals. Specialised training was also delivered on circular economy principles, sustainable tourism and circular agriculture, and an innovation pre-acceleration programme turned research into market-ready solutions.
Alexandra Mangosa, from the Ministry of Education, Science and Innovation, explained what made the difference:
