Cost–Benefit Analysis for Implementing the Zero Pollution Action Plan in the Western Balkans

This peer-reviewed study assesses scenarios for achieving Zero Pollution Action Plan targets in the Western Balkans using optimisation modelling developed by the JRC.

The analysis identifies cost-effective combinations of emission reduction measures across sectors, including power generation, industry and residential heating. The results indicate that the benefits of ambitious emission reduction strategies could exceed the associated costs by a factor of six to nine.

The study provides quantitative evidence to support environmental policymaking and strategic investment decisions in the region.
