Horizon Europe Work Programme 2025 – Research Infrastructures

The Horizon Europe Programme objectives are pursued through the Research Infrastructures part endowing Europe with world-class sustainable research infrastructures which are open and accessible to the best researchers from Europe and beyond. This work programme supports activities to consolidate, evolve, open, integrate and interconnect a world leading ecosystem of research services for researchers in Europe, encompassing both national and pan-European infrastructures. The aim is to cover the continuum of needs from the creation of fundamental knowledge to technology development and innovation, while supporting open science.

The programme is building on continuous policy development under the European Research Area, including the strategy-led approach and roadmap exercise of the European Strategy Forum on Research Infrastructures (ESFRI) and the use of the European Research Infrastructure Consortium (ERIC) legal instrument. The programme is highly relevant to the Political Guidelines for the next European Commission 2024-2029, which highlight that “to lead on innovation, we need to create the conditions for researchers to thrive. This means providing the infrastructure and innovative laboratories they need to test and develop ideas”.
