This study, prepared by Prognos AG together with CSIL for DG REGIO, examines how Smart Specialisation Strategies (S3) are being implemented in the 2021-2027 period and how they contribute to innovation, industrial transformation, and competitiveness across the European Union.

The report highlights the growing strategic role of S3 in regional research and innovation policy, its links to the green and digital transitions, and the continued importance of implementation capacity, governance, stakeholder mobilisation, interregional cooperation, and monitoring.
