In each programme, specific evaluation proceedures are ste up to individually evaluate the proposals after submission. Usually this is done by a commission of independent experts in the field. The criteria against which eligible proposals are assessed a generally the same for all proposals in the specific programme (e.g. a variation of excellence, impact and implementation). The assessment is then summarised and usually comments and scores are communicated to the applicants as Evaluation Summary Report. It normally contains both comments and scores for each evaluation criterion.

In the EU Framework Programme for Research and Inovation, the ESR is circulated to the coordinator and partners of the proposal through the Funding and Tenders Portal. In the next step, the positively evaluated proposals might be invited to start negotiations with the European Commission.
