Smart Specialisation is a strategic approach to economic development through targeted support to Research and Innovation (R&I). It gained popularity as the basis for Structural Fund investments in R&I as part of the European Cohesion Policy. Smart Specialisation involves a process of developing a vision, identifying competitive advantage, setting strategic priorities and making use of smart policies to maximise the knowledge-based development potential of any region, strong or weak, high-tech or low-tech. It includes the so-called “Entrepreneurial Discovery Process” and results in the Smart Specialisation Strategy (S3).
The European Commission has set up the Smart Specialisation Community of Practice (S3 CoP) as a one-stop-shop for Smart Specialisation for EU regions as well as a dedicated S3 Platform that is focusing its coverage on smart specialisation in non-EU countries, providing information about the process and innovation-driven transformation through the Partnerships for Regional Innovation (PRI) in the Western Balkans.
