Gender equality is a core priority for both the Council of Europe (CoE) and the European Union (EU). Their ongoing collaboration in this area is embodied in the “All In Plus – Promoting Greater Gender Equality in Sport” joint project, running from March 2023 to February 2025. This initiative builds on the success of its predecessor, “All In – Towards Gender Balance in Sport” (2018–2019), which developed key resources such as a data collection campaign, a gender equality toolkit, country factsheets, and an online best-practice library.
Overview of All In Plus
The All In Plus project, overseen by the CoE’s Sport Division, has drawn interest from 21 countries, including three Western Balkans (WB) economies—Albania, Kosovo, and Montenegro. National ministries, government sports departments, National Olympic and Paralympic Committees, and Olympic/Paralympic sports federations are actively engaged in this initiative.
The project involves collaboration with a wide range of stakeholders, including public authorities, sports organisations, NGOs, networks, and gender equality experts. These partners will contribute expertise throughout the project’s various activities and stages.
Objectives and Goals
The project aims to:
- Highlight gender imbalances: Draw attention to the underrepresentation and relative invisibility of women in sport.
- Raise awareness: Promote understanding of gender inequalities in sport and related issues.
- Support policy and programme development: Assist public authorities and sports organisations in addressing gender disparities through tailored policies, programmes, and a gender mainstreaming approach.
Legacy and Expected Impact
The All In Plus initiative seeks to underline the benefits of gender equality in sport, creating a more inclusive environment and driving cultural change. By leveraging the lessons and tools developed in the earlier All In project, All In Plus strives to make measurable progress in promoting equity, ensuring that women’s contributions to sport are both recognised and valued.
This project aligns with broader European values, reinforcing the societal importance of equality in all areas, including sport.
