Draft Law on Scientific Research Presented to the Albanian Parliament

Minister for Education and Sport, Ogerta Manastirliu, presented the draft law “On Science and Scientific Research in the Republic of Albania” to Parliament today. The law aims to modernise scientific research in Albania, aligning it with European standards and fulfilling EU integration requirements under Chapter 25.

Manastirliu emphasised that the new law builds on 30 years since the 1994 law, incorporating updated legislation to foster innovation and sustainable development. It aims to create a favourable environment for local and international cooperation and provides increased government funding for research. By 2024, 130 research and infrastructure projects had been funded, opening opportunities for researchers and academics.

The Minister also highlighted Albania’s success in international research, with the country’s participation in programmes like CERN, COST, and Horizon Europe, where Albania’s success rate has risen to 16.4%, securing €6.6 million in just 3.5 years.

One of the major innovations in the draft law is the establishment of the National Council for Science and Scientific Research, which will advise the Prime Minister and support the development of national research strategies.
