Montenegro’s capital Podgorica has officially been awarded the title of European Youth Capital 2028, marking a major milestone for one of Europe’s youngest capitals. Recognised for its youthful energy and modern identity, symbolised by the iconic Millennium Bridge—the city is set to play a leading role in shaping youth-focused development at both national and regional levels.
Home to around 200,000 residents, Podgorica is often described as a close-knit and community-oriented city, where strong social connections foster collaboration and civic engagement. This sense of proximity lies at the heart of Podgorica’s European Youth Capital vision. Given Montenegro’s small population of approximately 630,000, the city’s approach extends far beyond its municipal borders, aiming to create a nationwide impact by spreading good practices and empowering young people across the country.
A central pillar of Podgorica’s vision is inclusiveness. The city places strong emphasis on reaching underrepresented and marginalised young people, including youth from rural areas, Roma communities, LGBTIQ+ youth, young people with disabilities, and those facing socioeconomic challenges. By prioritising participation and equal opportunities, Podgorica seeks to ensure that the benefits of the European Youth Capital title are shared by all young Montenegrins.
As outlined by the city’s European Youth Capital team, Podgorica aims to become a dynamic, inclusive, and sustainable youth-centred city where young people actively participate in governance, drive social change, and lead innovation. The European Youth Capital 2028 title is envisioned not only as a local achievement, but as a national moment of unity, demonstrating how young people can play a leading role in shaping Montenegro’s European future.
