Event Report POLICY ANSWERS Workshop: Monitoring and Evaluation of Scientific and Technology Projects

The workshop dedicated to capacity building for the evaluation and monitoring of science and technology projects was held on 5 December 2024 at the Mihajlo Pupin Institute in Belgrade.

This workshop provided an opportunity for participants – representatives from research organisations, higher education institutions, the public sector, and industry – to familiarise themselves with best practices in writing, evaluating, and implementing European projects.

The topics covered in the workshop included:

  • Key areas of proposals in Horizon Europe
  • The importance of impact
  • Common eligibility criteria across EU programmes
  • Stretching the evaluation criteria: when and how to emphasise certain aspects
  • Identifying typical weaknesses and strengths in innovative proposals

The speaker also highlighted the Horizon Europe Strategic Plan 2025–2027, which steers research and innovation funding, addressing key global challenges such as climate change, biodiversity loss, the digital transition, and an ageing population. The strategic plan outlines three strategic orientations for research and innovation investment under Horizon Europe for 2025–2027:

  • Green transition
  • Digital transition
  • A more resilient, competitive, inclusive, and democratic Europe

Another example presented focused on STI policies in Serbia, including their implementation, challenges, and key highlights of participation in EU programmes.

Through practical examples and interactive exercises, participants received guidance on improving their skills in preparing competitive project proposals from the perspective of an evaluator. They also learned how to effectively evaluate project proposals, thereby contributing to strengthening Serbia’s scientific and technological base. Below you can find the workshop presentation.
