In the Science and Technology Park of Montenegro, on November 3rd, 2025, a ceremonial awarding of certificates was held to the participants of the “Training for the preparation and submission of project proposals within the Horizon Europe programme”, which took place from May to November 2025.
The training was organized by the Science and Technology Park of Montenegro, through the POLICY ANSWERS project “R&I POLICY making, implementation ANd Support in the WEsteRn BalkanS” (financed by the European Union through the Horizon Europe programme) and the Ministry of Education, Science and Innovation.
Due to the complexity of the preparation of project proposals within the Horizon Europe program, as well as the need to harmonize existing obligations with the time required to prepare the application, several organisations, unfortunately, gave up further participation in the process.

The beginning of the training program in the form of individual team consultations with the expert, Goran Stojanović, took place on 29 May 2025. in the premises of the Ministry of Education, Science and Innovation of Montenegro. The main topic of the first day of the training was “How to write a successful project proposal”.
Further sessions were conducted in an online format. Each team had at its disposal seven online consultation sessions in the period from June to October 2025. The sessions were organised in order to monitor the progress in the development of each team’s project applications, help in the formation of a consortium, provide guidelines for further refinement, and finally, carry out a final evaluation of the project applications with suggestions for achieving the best possible results of the submitted projects.

During the training, the participants had the opportunity to acquire useful knowledge, expand their horizons, receive specific guidelines, as well as to successfully write and submit project proposals. Some participants prepared two, and some even three project applications, which represents an exceptional result and confirms the success of the training, which significantly exceeds initial expectations.
