RCC and ETF strengthen cooperation on human capital and skills

The Regional Cooperation Council (RCC) and the European Training Foundation (ETF) have signed a Memorandum of Understanding establishing a framework for cooperation on human capital development, economic integration and social cohesion in the Western Balkans.

The agreement addresses a set of policy areas with direct relevance for the region’s long-term competitiveness, including labour-market reform, skills development and portability, the green and digital transitions, and research and innovation. It also places emphasis on knowledge sharing, policy alignment and coordination with regional stakeholders, while linking these efforts to EU enlargement priorities and the European Pillar of Social Rights.

For the Western Balkans, the initiative is relevant as part of a broader shift towards systemic approaches to skills governance and socioeconomic convergence with the European Union. In practical terms, stronger cooperation in these areas may help reduce skills mismatches, support workforce mobility, and improve the enabling conditions for participation in European research and innovation frameworks.
