The Council of Europe Development Bank (CEB) has granted Montenegro an €83 million loan to support its Health Strategy 2023–2027. The funds will finance three major projects: a new General Hospital in Pljevlja, a Health Centre in Podgorica, and a Hematology Clinic within the Clinical Centre of Montenegro.
The loan will also modernise the national health system through advanced medical equipment such as MRI, CT, and PET-CT scanners – the latter to be introduced in Montenegro for the first time.
Health Minister Vojislav Šimun said the investment will transform primary, secondary, and diagnostic care, calling it “the foundation for a modern and accessible healthcare system.” CEB Governor Carlo Monticelli highlighted the bank’s commitment to strengthening access to quality healthcare and social inclusion.
In addition, CEB approved a €10 million microfinance project to expand financial inclusion for vulnerable groups.
Montenegro, a CEB member since 2007, is hosting the bank’s annual joint meeting in Budva, where these investments were officially confirmed.
