Over the past year, Albania has undertaken an extensive and inclusive process to develop its Smart Specialization Strategy (S3), a critical step toward fostering innovation and economic growth. This collaborative initiative brought together over 1,600 stakeholders from across the quadruple helix—central and local government, businesses, academia, and civil society. By prioritising stakeholder engagement from the outset, the process ensured that a broad range of perspectives informed the strategy’s development.
The engagement efforts led to valuable insights and proposals, which helped shape the strategy’s vision, content, and actionable measures. These contributions focused on defining the priority sectors for Albania’s future economic development and innovation, ensuring that the strategy aligns with national and EU priorities.
Guided by these contributions, the National S3 Team worked closely with the Inter-Ministerial Committee on S3. The team was also supported by the Joint Research Centre of the European Commission and sectoral experts through the EU4Innovation project. Together, they have finalised the draft of the Smart Specialization Strategy, which is now available for public consultation. The draft can be accessed below.
