Albania Appoints World’s First AI-Generated Government Minister

Albania has introduced what is being described as the world’s first artificial intelligence–generated government minister, following the official presentation of the digital system known as Diella. The announcement was made on 12 September 2025 as part of the government’s latest cabinet formation.

According to the Albanian government, the AI system has been assigned responsibilities relating to public procurement and state tenders. Its role will include monitoring procedures and supporting efforts to increase transparency and efficiency in these processes. Diella is presented to the public through a virtual avatar.

The initiative forms part of the country’s broader digital governance agenda, which includes the use of advanced technologies to modernise public administration. Authorities have stated that the AI-based system will operate within the existing administrative framework, with human oversight remaining in place.

The appointment has generated both national and international interest, as no other government has previously introduced an AI system in a ministerial position. Further details regarding the system’s operation, oversight mechanisms and integration with government structures are expected to be outlined in the coming months.

The development comes as Albania continues its efforts to strengthen digital services and advance public sector reforms.
