Workshop Report related to Kosovar Draft Law for Scientific Research and Innovation

From 5-7 March 2025, MESTI and SHER co-funded a three-day workshop on the draft law on scientific research and innovation and relevant stakeholders. The workshop brought together relevant stakeholders, local and Austrian expertise to further support the advancement of the draft law on scientific research and innovation. The workshop started with remarks from Burim Gashi, Director of the Higher Education Department at MESTI, and Aqim Emurli, SHER Program Team Leader, who emphasised the significance of a structured and forward-looking law to support research and innovation.

The workshop built up upon Austrian expertise, contribution of Klaus Schuch, CEO of Centre for Social Innovation (ZSI), who shared insights from Austria’s experience in shaping policies for research and innovation. His comparative analysis offered valuable lessons and best practices, emphasising the need for a legal framework that is both effective and adaptable to evolving global trends.

Additionally, through the SHER’s local expertise, the draft law was reviewed article-by-article taking into consideration the Austrian experiences too. To this end, the participants engaged in thorough discussions, analyzing each provision to ensure coherence, practicality, and alignment with national and international research standards. This approach allowed for a deeper examination of key legal elements, enabling stakeholders to provide constructive feedback and refine the draft further.

These discussions ensured that all perspectives were considered, contributing to a stronger and more comprehensive legal framework. The progress made during these three days will now move forward with Working groups meetings to further advance and finalise the draft law on scientific research and innovation.
