The European Commission is preparing the next Horizon Europe Work Programme for 2026–2027 in close consultation with the EU Member States. For the first time, the Commission has decided to make draft versions of the work programme’s individual parts publicly available ahead of the official publication.
This new approach enhances transparency and provides researchers, innovators, and organisations across Europe and beyond with the opportunity to review early drafts, plan strategically, and prepare for upcoming calls. The final versions of the programme are expected towards the end of this year.
The draft documents can be accessed through the European Commission’s Comitology Register, where they are included as part of the documentation for meetings of the individual programme committees.

The draft texts span across all pillars and clusters of Horizon Europe, including:
- Cluster 1 – Health

Why This Matters
By releasing draft versions in advance, the European Commission ensures that stakeholders can:
- Anticipate research and innovation priorities for 2026–2027.
- Align projects and partnerships ahead of time.
- Gain insights into funding opportunities across all thematic areas.
This proactive access empowers the research community to be better prepared, strengthening Europe’s collective capacity to tackle pressing challenges in health, digitalisation, sustainability, climate, and social transformation.
