Climate Neutral Blue Cities by 2030: Accelerating Local Change

19 - 20 March 2026

Climate Neutral Blue Cities by 2030: Accelerating Local Change is an international conference scheduled for 19–20 March 2026 at The Warehouse by IT Quarter in Limassol, Cyprus, organised by the Municipality of Limassol within the framework of the EU Mission for 100 Climate-Neutral and Smart Cities by 2030, with support from the EU Mission: Restore our Ocean and Waters.

The event is held under the auspices of the Cyprus Presidency of the Council of the European Union 2026 and convenes European and local leaders, policy-makers, experts, industry representatives, investors, research institutions and civil society actors to examine strategies for advancing climate neutrality in port and coastal cities. Speakers include representatives from the European Commission, academic experts and practitioners engaged in urban sustainability, maritime decarbonisation and integrated city–port development.

The conference serves as a strategic platform to explore critical themes such as port–city decarbonisation, sustainable mobility, renewable energy systems, financing mechanisms for climate-neutral projects, smart infrastructure, coastal resilience and adaptation, energy justice, social cohesion, inclusive urban planning and the New European Bauhaus. It emphasises collaborative governance models and the exchange of best practices, pilot projects and research outcomes that support the green and blue transition of coastal urban areas across Europe. Engagement at this event offers opportunities for networking, cross-sector dialogue and strengthening partnerships that align municipal actions with European mission objectives for climate neutrality by 2030.

A specific relevance for the Western Balkans lies in the strong focus on coastal and port cities, which mirrors the structural and policy challenges faced by Adriatic and Ionian urban areas as well as broader blue economy and decarbonisation agendas in the region. Western Balkan municipalities, research organisations and innovation actors working on climate neutrality, sustainable ports, urban resilience and EU integration can benefit from the conference’s emphasis on transferable solutions, governance models and access to European networks and initiatives. The event therefore offers opportunities for learning, networking and positioning Western Balkan actors within EU-level climate and blue economy policy discussions.
