If you are from a research institution, university, company, or non-governmental organisation that wishes to strengthen its capacity for developing and submitting project proposals within the Horizon Europe program, we invite you to apply for a free, multi-month training programm on preparing Horizon Europe project applications.
This training will take place from May to November 2025, with both onsite and online participation, aiming to enhance the capacities of domestic organizations for successful application and implementation of Horizon Europe projects.
The training is organised by the Science and Technology Park of Montenegro, through the Horizon Europe project POLICY ANSWERS, and the Ministry of Education, Science, and Innovation.
POLICY ANSWERS is an acronym for the project “R&I POLICY making, implementation ANd Support in the WEsteRn BalkanS,” which is implemented with financial support from the European Union through the Horizon Europe research and innovation program.
This public call will select 10 teams/organizations to participate in the training under the mentorship of Dr. Goran Stojanović, a professor at the Faculty of Technical Sciences, University of Novi Sad, and one of the leading experts in the former Yugoslav region in writing projects for the Horizon 2020 and Horizon Europe programs.

Conditions for Organisations/Legal Entities
Organisations are eligible to participate if they meet the following conditions:
- They are registered in Montenegro.
- They have a team formed for the preparation of the project application, with the capacity and readiness to implement international projects (a maximum of 2 people from the organization attend the training and actively communicate with the expert).
Requirements for Training Participants:
Representatives who will attend the training should meet the following criteria:
- Employed or engaged by the registered organization.
- Experience in writing project proposals or managing projects (national or international) is desirable but not mandatory.
- Motivation and availability for active work on writing and implementing a project application during the training.
- Willingness to share the acquired knowledge with colleagues within their organization.
Selection Criteria:
When selecting organisations and their representatives, the committee will consider the following criteria:
- A team motivation letter, presenting the reasons for participation, planned activities, and expected training outcomes;
- Relevant competencies and prior experience of the nominated representatives.
Eligible to apply are legal entities that meet the previously stated conditions and whose representatives (two individuals) meet the required criteria for the training.
The documents to be submitted, along with the completion of the online application, are:
- Proof of registration of the legal entity in Montenegro;
- A motivation letter, signed by the head of the applicant organisation and the team members (two persons) who will attend the training and write the project application;
- A declaration by the applicant stating that the project application preparation team will actively participate throughout the entire training period, signed by the head of the applicant organization and the team members who will attend the training and write the project application;
- Proof that the training participants are employed, engaged by the applicant organisation, or are founders of the NGO (a copy of the employment contract/decision on establishing an employment relationship);
- Proof of experience in writing project applications or managing projects (national or international) (optional).
The application deadline is 20 May 2025, and the selected participants will be notified of the selection results no later than 26 May 2025. All additional training details will be provided to the selected participants.
The training will begin on 29 May 2025, at the premises of the Ministry of Education, Science and Innovation (Vaka Đurovića bb, Large Hall).
