Open Research Europe Enters a New Phase of Operation

The European Commission’s open access publishing platform Open Research Europe (ORE) is entering a significant new phase of operation. Launched in 2021 to promote no-fee open access publishing for EU-funded research, the platform is now transitioning to a broader, collectively supported model.

The new phase expands ORE beyond its original European Commission funding model to become a collective effort supported by 16 national funders and research institutions across Europe. CERN will operate and host the platform, with operations set to begin in autumn 2026.

The initiative is backed by a budget of nearly €17 million for the period 2026-2031, with the European Commission co-funding up to €10 million. National research organisations from 11 countries — Austria, France, Germany, Italy, the Netherlands, Norway, Portugal, Slovenia, Spain, Sweden and Switzerland — are part of the new funding consortium.

One of the key changes in this new phase is the expansion of publishing eligibility. Previously limited to researchers funded under EU Framework Programmes, the platform will now be open to researchers affiliated with institutions from all participating countries, at no cost.

ORE was conceived within the European Research Area (ERA) policy framework with the objective of ensuring open access to high-quality EU-funded research results, strengthening the free circulation of knowledge and maximising the impact of publicly funded research.
