EU Enlargement: Cultural Heritage as a Key Resource for Cities & Civil Society

The third European Heritage Hub Forum, ‘EU Enlargement: Cultural Heritage as a Key Resource for Cities & Civil Society’, is taking place on 3 – 4 April 2025 in Budva, Montenegro, and online. The event will bring together cities’ representatives, experts, and policymakers to explore the pivotal role cultural heritage plays in promoting social cohesion and inclusion, reconciliation, education, as well as sustainable development and regional cooperation in the framework of EU enlargement, with a special focus on the Western Balkans.

Organised as part of the European Heritage Hub EU-funded pilot project, and powered by ICLEI Europe and Europa Nostra in their capacity as Co-beneficiary and Project Leader of the Hub, the two-day event will gather cities, civil society organisations, heritage experts, and policymakers. Participants will delve into the pivotal role cultural heritage plays in promoting social cohesion and inclusion, reconciliation, education, as well as sustainable development and regional cooperation in the framework of EU enlargement, with a special focus on the Western Balkans.

The Forum comes at a crucial time for Montenegro and the broader region of the Western Balkans, as they navigate significant political, social, cultural, environmental and economic dynamics, and as they face numerous urban and rural development challenges in the framework of their paths towards full integration in EU processes. The event aims to spotlight how cultural heritage can act as a driving force for positive and responsible social transformation, showcasing best practices and innovative approaches that use heritage to foster inclusivity, resilience, sustainable development, and citizens engagement.
